WAYNE CROPP FOR HIS CONTRIBUTIONS TO A CLEAN AIR ENVIRONMENT FOR THE CITY OF CHATTANOOGA AND AUTHORIZING THE MAYOR TO EXECUTE A JOINT RESOLUTION TO THIS EFFECT. WHEREAS, Mr. J. Wayne Cropp has been of exemplary service to this community as a staff member of the Chattanooga- Hamilton County Air Pollution Control Bureau from August, 1977, to October, 1990, and has served as Director of the agency from October, 1979, to October, 1990; and WHEREAS, during this period Mr. J. Wayne Cropp has displayed outstanding vision, leadership, and dedication to the task of improving local air quality while maintaining sensitivity to the economic viability of the community; and WHEREAS, Mr. J. Wayne Cropp has shown himself to be a man of consistency, fairness, sensitivity, and insight who has helped to foster a high level of respect for the agency as well as for the environmental improvement that has occurred in the community; and WHEREAS, Mr. J. Wayne Cropp contributed significantly to the local implementation of the 1977 Amendment to the Clean Air Act whereby effective plans for attaining national air quality standards for particulate, ozone, and lead were instituted and by which means an acceleration in the clean up of the ambient air in Hamilton County occurred; and WHEREAS, under the directorship of Mr. J. Wayne Cropp, one of the first ambient air toxics ordinances in the nation was drafted locally in 1981 and 1982; the most in depth ambient air toxics and criteria air pollution study ever conducted in the State of Tennessee and one of the most comprehensive in the nation at that time was conducted in the Piney Woods section of Chattanooga in 1984 and 1985; and a multi-year development plan for the control of air toxics locally has been instituted beginning in 1986 and extending into the present; and WHEREAS, Mr. J. Wayne Cropp has aided in the development of local indoor air pollution expertise through staff training and agency involvement in projects such as the public housing indoor nitrogen dioxide study in 1987 and 1988 and the State radon survey in 1987; and WHEREAS, during Mr. J. Wayne Cropp's tenure as Director, a comprehensive medical waste incineration ordinance was implemented in 1989 and all permitted medical waste incinerators within Hamilton County have been brought into compliance; and WHEREAS, though in the 1960's one of the most polluted cities in the country for total suspended particulate, Chattanooga was officially re-designated in 1984 as meeting the national health standard for total suspended particulate and since that time has continued to improve such that in 19889 particulate concentrations were much better than required to meet the health standard and almost halved from what they were when Mr. Cropp became Bureau Director; and WHEREAS, also during Mr. J. Wayne Cropp's tenure as Bureau Director, Chattanooga was officially re-designated in 1989 as in compliance with the national standard for ozone, a pollutant standard for which approximately 100 U.S. metropolitan areas are still considered out of compliance; and WHEREAS, Chattanooga and Hamilton County are now officially in compliance with all national ambient air quality health standards established by the federal government and as such constitute one of a small minority of metropolitan areas in the nation so designated; and WHEREAS, Mr. J. Wayne Cropp has also contributed to the improvement of air quality across the country through his participation in the national Association of Local Air Pollution Control Officials, which represents 125 air pollution programs in 37 states, where he held various offices including president and, more recently, chairman of the air toxics committee and by which he has helped to shape national air quality legislation by such endeavors as testifying before congressional subcommittees and authoring position papers on Clean Air Act legislation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CHATTANOOGA, TENNESSEE, That the City of Chattanooga, along with the County of Hamilton and the Chattanooga-Hamilton County Air Pollution Control Board to hereby unanimously express their sincere appreciation and gratitude to Mr. J. Wayne Cropp for his diligent and effectual contribution to the quest for clean air, the achievement of a higher quality of life for the residents of Chattanooga and Hamilton County, and the ascendancy of this community's national reputation for environmental improvement; BE IT FURTHER RESOLVED, That the Mayor be and is hereby authorized to execute a facsimile of this Resolution to recognize Mr. J. Wayne Cropp for the exemplary services he has contributed to the City of Chattanooga, Hamilton County and the Chattanooga- Hamilton County Air Pollution Control Board. ADOPTED: 9/18/90 MAM:cjc
